Summary

This position is located in the Agricultural Research Service, Acquisition and Personal Property/Fleet Unit. The selectee is not required to report to a government office, however, the option to work in one of the Agency offices maybe available.

In this position, you will be responsible for providing contracting support as a Contracting Specialist for various types of procurement actions.

Help
  • Execute modifications of the originally written contract and determine the legitimacy of the application of the federal appropriations to fund the modified work.
  • Apply cost and price analysis techniques in the award process.
  • Perform contract performance evaluations.
  • Research and use acquisition regulations, principles, policies, and practices in accomplishing assignments.
  • Prepare requests for Proposals, Requests for Quotes, and Invitation for Bids.
  • Prepare final correspondence relating to administration functions of the contract, such as letters, show cause and cure notices, memoranda to the file, justifications, determinations.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade.

Basic Requirements:
4-year course of study leading to a bachelor's degree with a major in any field.
OR
At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
OR
Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.
AND

In addition to the basic requirements above, all applicants must also meet the following minimum qualification requirements:

GS-09
Specialized Experience: Specialized experience is experience directly related to the position to be filled. The specialized experience requirements for this position are:Qualifying experience for GS-09 includes one year of specialized experience comparable to GS-07 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience assisting in completing contract and procurement actions; and assisting in utilizing federal acquisitions rules and regulations to coordinate contract negotiation, award, administration or termination.
OR
Education: 2 full academic years of progressively higher level graduate education or masters or equivalent graduate degree or LL.B. or J.D. in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
OR
A combination of graduate education and experience as described above.

GS-11
Specialized Experience: Specialized experience is experience directly related to the position to be filled. The specialized experience requirements for this position are:Qualifying experience for GS-11 includes one year of specialized experience comparable to GS-09which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is serving as contract specialist responsible for all aspects of the contract from initiation to recommendation of award; ensuring commitments for expenditures are in compliance with all applicable guidelines; and reviewing final contract agreement documentation.
OR
Education: 3 full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
OR
A combination of graduate education and experience as described above

GS-12
Specialized Experience: Specialized experience is experience directly related to the position to be filled. The specialized experience requirements for this position are:Qualifying experience for GS-12 includes one year of specialized experience comparable to GS-11which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is planning, negotiating, awarding, administering, and terminating multimillion-dollar contracts; formulating contract acquisition strategies and clauses; and evaluating contracting operational programs and policies.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
