Duties

Help
  • Conduct research to quantify the influence of cover crop biomass production on soil health and cash crop performance as affected by climate, management, and species to develop healthy resilient soils over a range of cropping systems.
  • Develop research plans and work collaboratively with scientists from other USDA-ARS laboratories.
  • Conduct studies to obtain data on cover crop biomass growth, residue mass at termination date, soil properties, cash crop production and other related characteristics from multiple locations, cover crop species, and cash crop production systems.
  • Investigate the effects of elevated T and C on nutrient balances; soil microbiome and plant system biomass sequestration of C and N, and how responses effect ecosystem services and GHG emissions.
  • Work with crop and soil modelers to modify, apply, improve and validate models of cover crop and cash crop growth.
  • Coordinate, evaluate, and manage human, fiscal and physical resources for the project; disseminates research findings in peer-reviewed journals and provides consultation, both internal and external to ARS.

GS-12:
Applicants must demonstrate at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service or possess a Ph.D. or equivalent doctoral degree or possess an equivalent combination of graduate level education and experience. Graduate education must be directly related to the work of the position and must have equipped applicants with the knowledge, skills, and abilities necessary to do the work. Specialized experience is experience directly related to the position to be filled. The specialized experience requirements for the GS-12 level of this position are: conducting experimental and modeling research in the area of soil science, agronomy, or agricultural engineering focused on crop or soils; utilizing computer programs associated with biophysically based model development and application; publishing research results in peer reviewed journals related to soil science, agronomy, or agricultural engineering; and collaborating with stakeholders.

GS-13:
Applicants must demonstrate at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service. Specialized experience is experience directly related to the position to be filled. The specialized experience requirements for the GS-13 level of this position are: planning and conducting research in the area of soil science, agronomy, or agricultural engineering focused on crop or soils and cover crops; utilizing and developing computer programming associated with biophysically based model development and application; publishing original research as first author in peer-reviewed scientific journals related to soil science, agronomy, or agricultural engineering focused on crop or soils; collaborating with internal and external stakeholders; and presenting research findings at professional meetings of regional stature.

GS-14:
Applicants must demonstrate at least one full year of specialized experience equivalent to at least the GS-13 grade level in the Federal service. Specialized experience is experience directly related to the position to be filled. The specialized experience requirements for the GS-14 level of this position are: developing, planning, and conducting research in the area of soil science, agronomy, or agricultural engineering focused on the use of cover crops to promote of healthy resilient soils over a range of cropping systems, soils, and climates; utilizing and developing computer programming associated with biophysically based model development and application to develop computer simulation models; publishing independent research findings as either first or senior corresponding author in peer-reviewed journals related to soil science, agronomy, or agricultural engineering focused on the promotion of healthy resilient soils over a range of cropping systems, soils, and climates; establishing collaborations with internal and external stakeholders; and presenting research findings at professional meetings of national stature.

GS-15:
Applicants must demonstrate at least one full year of specialized experience equivalent to at least the GS-14 grade level in the Federal service. Specialized experience is experience directly related to the position to be filled. The specialized experience requirements for the GS-15 level of this position are: leading an experiment in the area of soil science, agronomy, or agricultural engineering focused on the promotion of cover crops to promote healthy resilient soils over a range of cropping systems, soils, and climates; developing, utilizing, and improving computer programming or software tools associated with biophysically based model development and application to develop soil computer simulation models; publishing independent research findings as either first or senior corresponding author in peer-reviewed journals related to soil science, agronomy, or agricultural engineering focused on the promotion of healthy resilient soils over a range of cropping systems, soils, and climates; delivering meaningful solutions to internal and external stakeholders; and presenting research findings at professional meetings of international stature.

Education

Basic Requirements for Soil Science Series, 0470
Degree: soil science or a closely related discipline that included 30 semester hours or equivalent in biological, physical, or earth science, with a minimum of 15 semester hours in such subjects as soil genesis, pedology, soil chemistry, soil physics, and soil fertility.
OR
Combination of education and experience: courses equivalent to a major in soil science or a related discipline that included at least 30 semester hours in the biological, physical, or earth sciences. At least 15 of these semester hours must have been in the areas specified in A above, plus appropriate experience or additional education.

Basic Requirements for Agronomy Series, 0471
Degree: agronomy; or related discipline of science that included at least 30 semester hours of course work in the basic plant sciences, including at least 15 semester hours in agronomic subjects, such as those dealing with plant breeding, crop production, and soil and crop management.
OR
Combination of education and experience: at least 30 semester hours in the basic plant sciences, including a minimum of 15 semester hours in agronomic subjects, as shown in A above, plus appropriate experience or additional education.

Graduate Education: Agronomy, or one of the related disciplines or fields of science, such as plant physiology, soils, or genetics, where the curriculum or pattern of training placed major emphasis on field crops or agronomy. Graduate study in related fields, such as botany, plant pathology, and biochemistry may also be qualifying, provided it placed a sufficient amount of emphasis on agronomy.

Evaluation of Education: Course work in such subjects as botany, plant taxonomy, plant physiology, plant breeding or genetics, plant ecology, plant pathology, microbiology, agronomy, or those dealing with basic soil-water-plant relationships of an agronomic or ecologic nature may be used to meet the 30-semester-hour requirement in the basic plant sciences. Agronomy courses include agronomy, fieldcrops, field crop production or management, soil and crop management, plant breeding and development, weed control, and similar courses, including those in soils, biochemistry, plant physiology, etc., provided they dealt with principles, methods, or procedures that are applied directly in agronomic work and in the solving of agronomic problems.

Basic Requirements for Agricultural Engineering Series, 0890

  1. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
  1. Combination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

Professional registration or licensure: Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
  3. Written Test: Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
  4. Specified academic courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that include the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
  5. Related curriculum: Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)
